We'd say that the racing gear pack isn't really worth the $2.99 it costs on its own unless you really must have some NASCAR or WRC overalls, but since buying all the other packs would cost more than $11.99, you essentially get them for free with the full pack.
Specific instructions on how to preserve purchased content are available on the game's website. In most cases, those with DLC already installed will still be able to use downloaded items and more, as long as they don't delete the game's save data. Other DLC, such as the Racing Car Pack and Course Pack, will require a free download from the PlayStation Store's Gran Turismo 5 section.

A new update for Gran Turismo 5, called Spec 2.0 was released on October 11, 2011, featuring 11 new NASCAR vehicles, a new downloadable opening movie[55] (no longer available after the server shutdown in 2014), the ability to save during endurance races, weather intensity control and AI improvements. Along with the release of Spec 2.0, Yamauchi also announced that four DLC packs would be available on October 18. These packs featured 15 new vehicles, two new tracks, 20 new driver costumes and 100 new paint colors.[56] The packs were released on October 18, while the North American release was delayed until October 25.[57] PD stated that all following DLC packs would be released in a two-month time frame.[58]
In partnership with Alpinestars, a downloadable pack released in October 2011 features replica helmets and overalls worn by drivers such as Tony Stewart, Jimmie Johnson, Petter Solberg, Mikko Hirvonen and The Stig.
The free download won't feature online play, series producer Kazunori Yamauchi told Famitsu, but it will offer network rankings based on times achieved in different cars. He also revealed that the demo will include Polyphony's next-gen driving-simulation engine, which aims to fix areas like drift control and drift angle.
Those that purchased any of the previous DLC package will receive the Gran Turismo Racing Kart 125 SP and five New Car Refresh cards in the game for free. The refresh cards will take any car back to factory conditions, while keeping any modifications or paint jobs you have given your motors.
Finally, those who purchased the course and/or vehicle DLC that was released in October will be able to download the Family Upgrade for free from the PSN store. The Family upgrade allows accounts on the same PS3 to use the content as well. The upgrade doesn't apply to the Racing Gear Pack or Special Paint Pack.
On Tuesday, Microsoft Studios released its latest Forza Horizon 4 Series 5 update. The new patch brings a broad array of additions and changes, including a new free Mitsubishi car pack. Below we've put together a complete rundown of everything new noted in the Forza Horizon 4 January 2019 patch notes.
Besides the new game modes and story missions, the Series 5 update also rewards players with a new free car pack featuring 7 must-have Mitsubishi racing models. The following cars are included in the pack:

Driver's privacy and data rights remain a priority to BMW. While the Remote Software Upgrade requires vehicles to communicate directly with BMW servers in order to download an upgrade package, with the exception of the unique vehicle identification number (VIN) needed to identify a vehicle, no user-specific or private data is ever exchanged or stored, and exchanges are always encrypted. In other words: BMW servers will be able to identify and establish connections with individual vehicles to facilitate the over-the-air download and installment of new software packages, but never to access personal data or other sensitive user information.
An exploit was figured out by users to easily obtain the downloadable content without having to purchase the product. On the URL (now offline) used to redeem the product's on-pack code, users could use a code that was taken from an already purchased product; the same code could be used more than once, and was thus distributed widely around the Internet. Users could also use disposable e-mail accounts on the URL, avoiding having to enter their personal e-mail addresses and probably avoiding any marketing material sent to them. The promotion seemed to end a few months later, users reported, when the URL went offline and codes could no longer be redeemed.
Added in Version 2.06 of the game, all of these hidden cars came from GT Academy 2012, which was a free downloadable standalone version of Gran Turismo 5 with reduced yet focused game content, used in conjunction with the GT Academy 2012 competition that was ongoing at the time:
